Chris Higgins

Chris has over 30 years of experience as a Civil Engineer specializing in stormwater analysis and design on transportation and infrastructure projects within Oregon and Washington.  She brings local experience and a deep understanding of state and local agency stormwater management requirements.  Chris has worked on dozens of transportation projects over the course of her career – working with ODOT, Washington County, TriMet, and the Cities of Portland, Hillsboro, Beaverton, and Bend.  Through her decades in Oregon, Chris has developed a reputation for providing quality work products and has built solid relationships with multiple prime consultants.  Chris has been a co-owner of Casso since 2019 but has had a working relationship and friendship with Tina since 1998.
